“The ‘Ulaanbaatar Ger Area Development and Investment Support Program’ project is being implemented within the framework of a Financing Framework Agreement concluded between the Government of Mongolia and the Asian Development Bank (ADB).
Under this project, roads and engineering infrastructure are being constructed, and ger areas are being redeveloped into apartment housing in six sub-centers of Ulaanbaatar: Bayankhoshuu, Tolgoit, Selbe, Dambadarjaa, Denjiin Myanga, and Sharkhad.”

Ms. Jinmin Huang, Director of the Urban Development and Water Division for Central and West Asia at the Asian Development Bank (ADB), and Raushan Mamatkulov, ADB’s Principal Urban Development Specialist, today reviewed the implementation progress of the Bayankhoshuu Sub-center Project.
Under the Ger Area Development and Investment Support Program, the main trunk infrastructure networks have been fully completed in the Bayankhoshuu, Sharkhad, and Selbe sub-centers. As a result, the “Affordable Green Housing” project is now being implemented.
Construction works in the Bayankhoshuu and Sharkhad sub-centers are currently in full swing.

G. Janlavtsogzol, Chief Engineer of the “Ulaanbaatar Ger Area Development and Investment Support Program” project, stated:
“Within the framework of the Ulaanbaatar City Master Plan up to 2020 and the Development Directions up to 2030, it was planned to establish six sub-centers. As of today, infrastructure works in four of these sub-centers are underway. In the first phase, all planned infrastructure works in the Bayankhoshuu and Selbe sub-centers have been fully completed.”

The Capital City Housing Policy Department cleared 5.5 hectares of land each in the Bayankhoshuu and Sharkhad sub-centers in 2019. After completing baseline studies and design work on these sites, construction began in 2023.
P. Surenjav, Chief Engineer of Ulaanbaatar’s “Affordable Green Housing” project, stated:
“Internationally, eco-technologies are commonly used in the construction of private housing. This is the first project in Mongolia to apply eco-technologies in public apartment housing. By developing green housing in Mongolia, residents will benefit from savings in energy, heating, and water consumption. It will be possible to reduce heat and electricity usage by up to 25 percent.”

In the Bayankhoshuu Sub-center, it is planned to commission 460 apartment units in the first phase. Construction works have already begun. This year, four blocks comprising 110 apartment units will be put into operation, while the remaining units are scheduled for completion in 2025.
In the Sharkhad Sub-center, construction of a 110-unit apartment building also began last year, and the project is being implemented with the goal of full completion in the fourth quarter of 2024.

Households within the sub-center zones will exchange their land for apartment housing. For example, in the Bayankhoshuu Sub-center, land clearance will be carried out to develop a total of 2,200 apartment units.
