Environmental safeguard

The project, the project will closely follow the environmental legislation of Mongolia and ADB’s Safeguard Policy to ensure that required environmental safeguards are in place. Accroding to ADB environment safeguards, the projectis classified as category “B” as it will not have significant and/or irreversible negative environmental impacts. Thus, ADB requires to carry out an Initial Environmental Examination (IEE) in the sites prior to construction, as well as the implementation of an Environmental Management Plan.

The project will implement climate mitigation and adaptation measures to reduce green house gas emission (GHGs) and increase the resilience of buildings. AHURP will use modern solutions and materials such as increased insulation, water and energy efficient technologies, solar panels, climate smart energy management systems, greenhouses for growing vegetables and substain livelihoods, and by introucing green public space. These features will create climate smart, resilient and environmentally friendly eco-districts that create a healthy and safe living environment for residents, for instance by reducing air pollution in ger areas via reduced use of coal for heating and cooking, as well as via building designed to withstand increasing climate shocks.

ENVIRONMENTAL SAFEGUARD

The successful implementation of the Affordable Housing and Resilient Urban Renewal project (AHURP) will reduce air, soil and environmental pollution and contribute to mitigating climate change, and will have a positive impact on the environment.

  • Air pollution in Ulaanbaatar city will be reduced by eliminating 10,000 chimneys in ger areas and reducing use of coal.
  • Soil pollution in Ulaanbaatar city will be reduced by removing 10,000 pit latrines.
  • 30 hectares of green spaces will be created in 20 eco-districts.
  • Lead to a 20% reduction in water use thanks to the use of technologies required by the EDGE green building rating system.
  • Use environmentally friendly and efficient construction materials that do not have negative effects on human health.
  • 17,261 tons of CO2 greenhouse gas emissions will be reduced per year by installing 72,000 m2 of solar panels.
  • Implement community-based waste management at the eco-districts.
  • Reduction of 16,000 tons of ash waste from ger area per year by households moving to apartments where they do not need to use coal for heating and cooking.
  • Organic waste from greenhouses will be used for composting.

Thus, ADB requires to carry out an Initial Environmental Examination (IEE) in the sites prior to construction, as well as the implementation of an Environmental Management Plan.

PUBLIC PARTICIPATION

Public participation will be ensured as required by the project’s environmental safeguards.  

According to ADB’s Safeguard Policy Statement (2009) and to Mongolia’s Environmental Impact Assessment Law, the project will organize consultation with affected residents, where information on project’s activities will be provided, while residents will have the opportunity to ask questions and provide their feedback.  

The project will provide opportunities for citizens to actively participate in environmentally friendly “green” activities of the project. Community-based waste management will be implemented at each eco-district and public participation will be crucial important for successful implementation.

The basis for implementing the project in a safe and environment-friendly manner, as well as ensuring future sustainability, is the close cooperation of residents, enterprises, and organizations involved in the project and in the affected areas. Therefore, we believe that you will cooperate in the implementation of the environmental safeguards of our project.

SUBMISSION OF INQUIRY- GRIEVANCE REDRESS PROCESSES

As a resident, you can express your feedback, requests, grievances, and appreciation related to the AHURP according to the below GRM channels.

Please contact the Project Implementation Office if there is a negative impact on the healthy and safe living conditions of the resident,s or on the water, air, soil, and plants in the vicinity of the project site due to the construction activities by the project.

Environmental safeguard

Green solutions will include features such as: additional insulation, water and energy efficient technologies, centralized heating solar panels, environmentally sound construction materials, greenhouses, community based waste management, and creating new green areas.

Local community can fully participate in the greening activities in the eco- districts. Moreover, the project will provide opportunities for the community members to actively get involved in the waste disaggregation, food waste combustion, greenhouse operations and other green habit supporting activities.

Community based waste management will be introduced in Eco-Districta. Household waste will be disaggregated, sold to established recycling shops and then transported to waste reprocessing facilities. Public awareness and training activities will also be conducted for communities

Each Contractor for the construction work will implement an environmental management plan that includes environmental safeguards, health and safety measures. The project environmental safeguard team and an external environmental monitoring contractor will conduct regular monitoring at the construction sites.

Information boards about construction work and safety signs will be located at the construction sites of the project. Barriers will be placed in construction areas and temporary entrances and exits will be built for the safe passage of residents. Please ensure your own safety by carefully following the construction site signs. Also, make sure not to leave your child unattended through temporary entrances and exits.
